Why Traffic Control Plans Get Rejected
Most TCP rejections are not engineering disputes. They are missing information, wrong-jurisdiction assumptions, and internal inconsistencies a reviewer cannot resolve without asking.

Plan rejections feel like engineering disagreements. They usually are not. Reviewers return plans mostly because they cannot tell what is being proposed, or because the submittal contradicts itself, or because it was written against a standard the agency does not enforce.
That is encouraging, because those failures are cheap to prevent and expensive to absorb.
Requirements vary by jurisdiction. What follows is the pattern across agencies, not a checklist for yours. Ask the authority having jurisdiction what it wants and what its review clock is, before your first submittal.
The rejection categories, in rough order of frequency
1. The reviewer cannot determine the basic parameters
A plan is a proposal about a specific road under specific conditions. If the submittal does not state the posted speed, the roadway classification, the lane configuration, the duration of the work, the hours of operation, and whether pedestrians or cyclists are present, the reviewer cannot evaluate it — because nearly every criterion in the manual depends on those inputs.
Taper lengths in Part 6 of the MUTCD 11th Edition depend on posted speed and offset width. Device spacing depends on road type and speed. Duration determines which category of temporary traffic control applies at all. Omitting the inputs does not simplify the plan; it makes it unreviewable.
Fix: put the governing parameters on the face of the plan, not buried in a narrative attachment.
2. The wrong standard, or an unstated one
Two versions of this problem, and both are common.
Edition drift. The current national manual is the 11th Edition, published December 2023 and now carrying Revision 1 dated December 2025, with Part 6 published in full by FHWA. Numbering shifted from the long-familiar 2009 edition, so a template written against the old numbering cites sections that have moved. A reviewer reading a citation that does not resolve has to stop.
Jurisdiction drift. States adopt the national manual, adopt a state manual in substantial conformance, or adopt the national manual with a supplement — and owner agencies layer standard sheets and specifications on top. On a TxDOT project, for instance, the department's own traffic control plan and work zone reference guide and standard sheets govern how the plan is assembled. Submitting against the national manual when the agency enforces its own standards produces a return even when your approach is technically sound.
Fix: state which standard and edition you applied, and confirm it is the one the agency enforces before drawing anything.
3. Internal inconsistency
The plan says one thing in the notes and another in the drawing. The device schedule does not match the layout. The phasing narrative describes four stages and the sheets show three. The hours in the narrative conflict with the hours in the permit application.
Reviewers do not resolve contradictions on your behalf. They return the package.
Fix: a single reviewer inside your own organization whose only job is consistency between narrative, drawing, schedule, and application, before submittal. This catches more returns than any technical review.
4. The detour is unaddressed or unrealistic
Specific to full closures. If traffic is removed from a route, it goes somewhere, and the agency will want to see where — which streets, with what signing, and whether they can carry it. A plan that closes a road without a credible detour is not a plan; it is half of one.

5. Pedestrian and accessibility provisions treated as an afterthought
Chapter 6D of Part 6 covers pedestrian and worker safety, including pedestrian and accessibility considerations. Plans that close a sidewalk without providing an accessible alternate route, or that route pedestrians into a travel lane without protection, get returned — and should.
This is one of the areas where reviewers are least willing to negotiate, and where a returned plan often reflects a genuine design problem rather than a documentation gap.
6. Missing signature or seal where one is required
Who may prepare and seal a traffic control plan varies by jurisdiction and by project type. Submitting an unsealed plan where a seal is required is an automatic return that costs a full review cycle. What a returned plan actually costs
Not just the review period. Three compounding costs worth naming:
The clock may restart. Ask explicitly whether a resubmittal re-enters the queue at the back. On work tied to a seasonal restriction, a school calendar, or an event window, a restart can cost a season rather than a week.
Crew and device commitments. A plan return moves a start date, which moves crews and devices that were reserved. On a rental-heavy operation, devices held for a job that slipped are devices not earning — the utilization argument in pricing device rental rates.
Credibility. Reviewers remember which submitters produce complete packages. That does not appear in any procedure manual and it is entirely real.
The habit that prevents most of it
Keep a submittal record per agency: what they required, what they returned and why, what their stated review time was, and who the reviewer was. Most companies rediscover the same agency's preferences every eighteen months because nobody wrote them down.
The same discipline that produces defensible field records produces clean submittals — capture at the time, in one place, attributable to a person. Frequently asked questions
What is the most common reason a TCP is returned?+
Incompleteness rather than error. A reviewer who cannot determine the posted speed, the work duration, the lane configuration, or which standard was applied has no choice but to return it. Most rejections are a request for information, not a judgment that the approach is wrong.
Does citing the wrong MUTCD edition cause rejection?+
It can, and it causes confusion even when it does not. Chapter and section numbering shifted between the 2009 edition and the 11th Edition, and your state may enforce a state manual or an earlier edition. Cite the standard your reviewing agency actually enforces.
How long does resubmittal take?+
Assume the review clock restarts unless the agency tells you otherwise, and ask that question explicitly before you submit the first time. On a full closure tied to a seasonal or event window, a restart can cost far more than the review period itself.
Can we start work while a revision is pending?+
No. Working under a plan that has not been approved, or under a superseded version, is how permits get revoked and how a routine incident becomes a serious one. If field conditions force a change, document it, request authorization, and record who granted it.
