Why a callout is a different problem
Scheduled traffic control work is planned days or weeks ahead. There is a permit, an approved plan, a load-out list, and a crew assignment made in daylight. The software's job is to hold a schedule and make sure the right things get to the right place.

There is no plan. A crash scene, a water main break, a downed signal, a sinkhole. Whatever exists on paper was drawn for a different situation, and the arrangement gets determined on arrival. The authorization is verbal. Somebody from an agency, a utility, or a prime contractor calls and says come. The paperwork follows later, if it follows at all, and the amount is usually decided after the fact.
The dispatcher is a person at home. They do not have the yard in front of them, the whiteboard is at the office, and nobody is going to walk outside to count barricades at midnight.
That last point is the whole problem, and it is why equipment visibility is the top item on the list rather than a nice-to-have.
What the capability list actually looks like
1. Equipment availability and location, live. Not "we own 200 barricades" — where are they tonight. A dispatcher needs to know what is in the yard, what is deployed and on which job, and what is already loaded for tomorrow morning. This is the single capability that determines whether the first truck out is the right truck. 2. On-call roster with status. Who is on call tonight, who is reachable, who is qualified for this work, and — critically — who has already worked enough hours this week that calling them creates a different problem. Certification status matters here because a callout is exactly when people improvise.
3. Offline-capable field capture. Incident work happens where the incident is. If the crew cannot record arrival, equipment and hours without signal, the record gets reconstructed from memory in the morning, and the reconstruction is what you invoice from.
4. Time-and-materials capture with a signature. Dispatched at, arrived at, on site until, equipment deployed, who signed. This is the invoice. For scheduled work you can fall back on a quote; for a callout there is usually nothing else.
5. Rate handling for premium time. After-hours and callout rates differ from day rates, and often include a minimum. A system that can only hold one rate per item will quietly bill night work at day rates until someone notices at month end.
6. A record that survives the night. Everything above attached to one job, so that when the utility's project manager queries the invoice three weeks later, the answer is a record rather than a conversation.
What "good" looks like in practice
The test of an emergency dispatch process is not how fast the first truck leaves. It is whether, two weeks later, you can produce an invoice nobody argues with.
That means the sequence has to capture, without anyone remembering to:
- who called and when — the timestamp of the request, not of when someone got round to writing it down
- who authorized it and how — a name, and ideally a follow-up confirmation sent the same night
- dispatch and arrival times — GPS-stamped, because "we were there at 11:40" is a claim and a stamped record is evidence
- what went out — as a deployment attached to the job, so the equipment side of the invoice is not reconstructed
- hours by person — including travel and standby, which on callouts is often most of it
- a signature on site — from whoever is present with authority, captured before the crew leaves

Why night work carries specific risk
Callouts concentrate the conditions that make work zones dangerous, and it is worth being concrete about that rather than treating it as atmosphere.

A callout is a worker on foot, at night, in an unplanned arrangement, adjacent to traffic that has not been warned in the usual way. Everything the daytime process does to reduce that exposure — a drawn plan, a rehearsed setup, adequate advance warning — is weaker or absent. Ask these specifically about the callout case, because a demo built on scheduled work will not surface any of them.
- "It is 11 p.m. Show me what equipment is available right now, from a phone." Time it. Note whether the answer accounts for equipment already loaded for the morning.
- "The crew has no signal at the scene. Walk me through what they can and cannot do." Ask specifically whether entries queue and sync, or whether the app fails.
- "Create a job that did not exist an hour ago, with no permit and no plan, and bill it time-and-materials at a callout rate." Watch how much of it is free-text.
- "Show me the record three weeks later." Times, hours, equipment, signature, in one place, producible without an export and a spreadsheet.
- "How does after-hours rate handling work?" Specifically whether premium rates and minimums are configured or typed in each time.
Where this sits in the wider decision
Emergency response is one workload among several, and it is rarely the one that justifies a purchase on its own. What is the single most important capability for night callouts?+
Knowing what equipment is available and where it physically is, at 11 p.m., without calling anyone. Every other part of a callout can be improvised; that one cannot. A dispatcher who has to guess whether the arrow board is on the Loop job or in the yard will either send a truck to find out or pad the response with equipment that may not be needed.
Does it need to work offline?+
Yes, and this matters more at night than in the day. Emergency work happens where the incident is, which is frequently a rural highway or an underpass with no usable signal.
