High-visibility apparel is the most visible piece of safety equipment in the industry and one of the least carefully managed. Most companies buy vests, hand them out, and replace them when they fall apart. The requirement is more structured than that, and the way it is structured explains a few things that otherwise seem arbitrary.

Standing caveat: requirements vary by state, county, city, and contract, and this article describes how the framework generally fits together rather than what your specific job requires. Verify with the agency having jurisdiction and with your contract documents.

Where the requirement actually comes from

Three documents, each doing a different job.

OSHA creates the obligation for flaggers. The construction standard at 29 CFR 1926.201(a) states that "Signaling by flaggers and the use of flaggers, including warning garments worn by flaggers, shall conform to Part 6 of the MUTCD."

The MUTCD is what OSHA points at. The current national edition is the MUTCD 11th Edition, published December 2023 with Revision 1 dated December 2025, and Part 6 covers temporary traffic control including flagger apparel expectations.

ANSI/ISEA 107 defines what the garments themselves must actually do. It is published by the International Safety Equipment Association, which describes ANSI/ISEA 107-2020 as the authoritative document for the design, performance, and materials of high-visibility safety apparel in the United States. ISEA notes the standard has been incorporated into U.S. Department of Transportation regulations and other worker protection standards since its first publication in 1999.

The important structural point: ANSI/ISEA 107 is a voluntary consensus standard, not a government regulation. It carries force because regulations, state requirements, and contracts reference it. That is why the answer to "is Class 2 required" is always "required by whom" — the class requirement comes from the regulation or contract doing the referencing, not from the consensus standard itself.

Class, in general terms

The standard organizes garments into performance classes distinguished by how much background and retroreflective material they carry and how it is arranged. Higher classes mean more material and greater conspicuity, and the appropriate class scales with traffic speed, exposure, and conditions — with additional provisions for garments intended for roadway workers specifically.

Two practical points that matter more than memorizing tiers.

Class is a specification, not a preference. A vest adequate for a parking-lot detail is not adequate for a station on a high-speed highway at night. "They were wearing a vest" is not a standard, and it is not a defense.

The class comes from the governing requirement. Your state DOT, the permitting agency, or the prime contractor specifies what is required on a given job, and those can be stricter than the national floor. Read the contract and the permit conditions.

Condition, which is where most programs are weak

Class is easy to procure and easy to audit. Condition is neither, and it is where real performance is lost.

Retroreflective material degrades. Washing, abrasion, dirt, oil, tar, and UV exposure all reduce return. A garment in its third season can pass a presence check on a checklist while performing materially worse than a new one at the moment that matters — which is a headlight, at night, at distance.

Very few companies have a replacement cadence. Fewer inspect condition rather than presence. The typical practice is replacement on visible failure, which means garments are retired when they tear rather than when they stop working. Those are different thresholds, and the gap between them is the exposure.

This matters most exactly where the hazard is worst. Night operations are when retroreflectivity carries the load, and night work is when worker risk peaks. The federal data frames the stakes: FHWA records 94 highway construction worker occupational fatalities in 2022 and 108 in 2021, drawn from the Census of Fatal Occupational Injuries published by BLS.

Three practices worth adopting:

Set a replacement interval and hold to it, rather than replacing on visible damage. Any defensible interval beats none.

Inspect condition, not presence. A supervisor checking that everyone has a vest is checking the wrong thing. Faded, stained, and abraded garments should come out of service.

Standardize night apparel specifically. If you change one thing, change what crews wear after dark.

Tracking it without creating busywork

Apparel is issued equipment, and it benefits from the same treatment as any other issued equipment: who has what, issued when, replaced when.

That sounds like overhead and mostly is not, because it answers a question you will eventually be asked — what was this person wearing, and when was it issued — and because it makes the replacement interval enforceable rather than aspirational. A spreadsheet nobody updates is not tracking; issuance recorded against the person record is.

The same principle applies here as with flagger credentials: a control that depends on someone remembering to run a report fails quietly, while a control enforced at the moment of assignment does not.
