Maryland Work Zone Requirements: What Traffic Control Contractors Should Know
How MDOT SHA handles work zone traffic control plans, certified traffic managers, flagger cards, lane-closure windows and automated speed enforcement — and what a contractor or permittee needs in place before the first cone goes down.

Maryland is a dense, heavily commuted state with a state highway agency that publishes an unusual amount of its expectations in plain text. That combination is good news and a trap at the same time. The material is public, so nobody is going to walk a new contractor or permittee through it, and the parts that bite hardest are administrative ones that never come up until they cost money.
This is a practical orientation for traffic control contractors and utility permittees working on or along MDOT SHA roadways: which manuals govern, who has to be certified, when you can actually close a lane, what the plan has to address, and what the enforcement environment looks like.
One caveat that is not boilerplate: requirements vary by jurisdiction and change over time. An MDOT SHA contract, a Baltimore City permit, and a county road are three different rule sets, and a project can sit under more than one. Nothing here substitutes for the requirements of the agency having jurisdiction over your specific work, or for the specifications and permit conditions incorporated into your specific job. The manuals that govern
MDOT SHA points work zone traffic control at a stack of documents rather than one. Its work zone safety and mobility page describes the agency's policies as implementing the federal Work Zone Safety and Mobility Rule and the Temporary Traffic Control Devices Rule — 23 CFR Part 630 Subpart J and Subpart K — and names three governing manuals: the Maryland Manual on Uniform Traffic Control Devices, the Book of Standards for Highway and Incidental Structures, and the Standard Specifications for Construction and Materials.
The 2025 Utility Permit General Provisions go further and list the full set a permittee's work zone traffic control has to conform to, including the MdMUTCD, the Traffic Control Devices Design Manual, the Traffic Control Analysis Guidelines, the Maryland Standard Sign Book, the Work Zone Safety and Mobility Policy, the High Visibility Apparel Policy, the accessibility guidelines for pedestrian facilities, and the SHA Bicycle and Pedestrian Design Guidelines.
The operationally important point buried in that list: the layouts you are expected to build are the Temporary Traffic Control Typical Applications in MDOT SHA's Book of Standards, not only the typical applications in the national manual. States adopt their own manual versions and layer standards on top. If your foremen are fluent in the MUTCD 11th Edition — and they should be, since FHWA publishes Part 6 in full at no cost — that is a floor, not the whole requirement here. The certification requirements
This is the part most likely to surprise a contractor arriving from another state, because Maryland attaches named-person certification at the permit level.
The certified Traffic Manager
For utility permit work, MDOT SHA requires that a certified Traffic Manager be specifically designated for each permit application, identified with a 24-hour contact telephone number for someone who will respond to work zone traffic control situations. That person is responsible for the proper implementation and maintenance of the work zone traffic control plan and for conducting regular day and night inspections of the devices and overall traffic operations. The provisions direct permittee personnel to the Maryland Transportation Builders and Materials Association for approved Traffic Manager certification.
Read that carefully, because it contains three separate obligations that companies routinely satisfy only partially: a certified individual, a genuinely reachable 24-hour contact, and an inspection habit that includes night inspections. The third one is where documentation practice usually breaks. Nobody photographs a setup at 11 p.m. because they intended to and remembered; they do it because the process makes it the default.
Flaggers
The utility permit provisions require that all flagging operations be performed by individuals who have successfully completed MDOT SHA's approved flagger training course, and that each flagger have the approved MDOT SHA flagger training card in their possession at all times. Flagging is to be conducted with STOP/SLOW paddles in accordance with the current MdMUTCD, and flaggers must wear reflective apparel meeting the agency's High Visibility Apparel Policy. The provisions point contractor personnel to ATSSA for flagger certification.
"In their possession at all times" is a dispatch problem, not a training problem. A company with more flaggers than it can track by memory needs expiry dates somewhere the dispatcher sees them before the crew is assigned, not somewhere an administrator reviews annually. The plan itself
For utility permit work, MDOT SHA requires an approved Work Zone Traffic Control Plan for all work performed within MDOT SHA right of way. The permittee submits the plan to the District Utility Engineer, and it must conform to the Temporary Traffic Control Typical Applications in the Book of Standards and the MdMUTCD.
Several specifics are worth pulling out:
The plan must address vehicular, bicycle and pedestrian traffic. Not vehicles with a note about pedestrians. All three, shown on the plan.
Speed means the higher of posted or prevailing. The provisions state that where speed of traffic is noted, this means the posted speed or the prevailing travel speed, whichever is higher, unless otherwise specified. That single definition can change taper lengths and advance warning distances relative to what a plan drawn off the posted limit would show — see taper length and buffer space for why that propagates.
Changes go in writing, in advance. Modifications to an approved plan must be submitted in writing to the District Utility Engineer at least ten business days in advance for review and approval, and the agency reserves the right to modify or expand the specified traffic control if in the engineer's or inspector's opinion the operation is a detriment to safe and efficient traffic flow. Ten business days is two weeks of calendar time. A company that treats plan revisions as a same-week activity will miss windows. A copy of the approved plan is always attached to the permit, and all closures are to be performed in complete accordance with it.
Bicycle and pedestrian accommodation
Maryland is explicit here in a way many states are not. The utility permit provisions require the permittee to provide for safe bicycle and pedestrian access through work zones for all permits and projects where applicable and to the maximum extent feasible, to show those provisions clearly on the plan, to submit plans for all proposed road closings or detours to MDOT SHA's Bicycle and Pedestrian Coordinator for review and comment, and to make the accommodation ADA compliant under the agency's accessibility guidelines.

Devices, condition, and the reflectivity threshold
The utility permit provisions set device expectations more concretely than most contractors expect, including a numeric condition standard.
Signs and devices identified as unsatisfactory by the District Utility Engineer or their representative must be replaced immediately. High-performance wide-angle retroreflective sheeting in fluorescent orange is specified for interstate highways and other freeways unless otherwise stated. On initial installation, temporary traffic control signs are required to have at least 70 percent of the reflectivity over 90 percent of the reflectorized surface. At least 90 percent of reflective barrier markers, warning lights and raised pavement markers must be operational at any given time. Deficiencies must be corrected within 24 hours after notification. And when signs are not indicative of actual conditions — overnight, during shutdowns, or whenever work is not being performed — they must be removed, turned away from traffic, or completely covered.
Flashing arrow boards are required whenever a lane is closed unless the District Engineer considers them unnecessary.
Two of those are inventory problems rather than field problems. A 70-percent-at-installation sheeting standard and a 90-percent-operational standard for lights and markers are only meetable by a company that knows the age and condition of its stock — which is the argument for tracking device condition on return rather than at annual inventory. When you can work
The scheduling constraints are, in practice, the ones that reshape a Maryland operation.
For utility permit work, a separate Traffic Control Permit from the appropriate District Office is required before closing any lanes, and the District Utility Engineer approves the time schedules and number of lanes. The provisions state that traffic controls are allowed only during off-peak hours, and set general working-hour restrictions: work is permitted Monday through Friday, with roadway and shoulder closures generally restricted to windows between 9:00 a.m. and 3:00 p.m. and between 9:00 p.m. and 5:00 a.m., and work not adjacent to travel lanes permitted between 7:00 a.m. and 7:00 p.m. Exceptions may be specified in the individual permit, and the provisions direct the permittee to confirm allowable hours with the District Utility Engineer before working. Night and weekend work is prohibited in residential areas unless authorized.
Several hard operational rules sit alongside those windows. Lane and shoulder closures on wet roadways are prohibited and lanes must be restored immediately in the event of precipitation. Work must begin within one hour after a lane is closed. No travel lane may be reduced below ten feet in width at any time. Temporary full roadway closures for non-emergency situations require prior district approval, cannot exceed 15 minutes, require the permittee to coordinate Maryland State Police assistance, and require a minimum of two variable message signs with agency-approved messages.
The "work must begin within one hour" and 15-minute closure rules are the ones that convert into money. A crew that sets up and then waits on the utility contractor is burning a window it cannot get back, and on a Maryland schedule the next window may be the following night. That is a dispatch and sequencing problem — the same one covered in managing recurring lane closure contracts — and it is materially easier to manage when crew, devices and the permitted window are visible together rather than in three places.

The enforcement environment
Maryland runs one of the most visible automated work zone speed enforcement programs in the country, and the state publishes the numbers.
MDOT SHA reported more than 48,000 citations issued in the first two months of 2025 under the expanded speed monitoring program, including 23 citations at the highest fine level for speeds 40 mph or more over the limit in active work zones, with recorded extremes of 134 mph and 132 mph on I-695. The same release reports 7,110 Maryland work zone crashes from 2019 through 2023, causing 2,587 injuries and 45 deaths, and more than 1,300 work zone crashes and 18 work zone deaths in 2024. MDOT SHA describes approximately 300 daily active work zones with more than 1,000 workers deployed across the state.
State Highway Administrator Will Pines, quoted in that release, put the intent of the program bluntly: “Driver behavior must change, and nobody wants a speeding citation and we, frankly, wish we had zero citations.”
The fine structure changed twice in short order. MDOT SHA reported that the work zone speed camera fine rose from $40 to $80 effective June 1, 2024, then moved on January 1, 2025 to a tiered structure of $40, $80, $160 and $320 keyed to how far over the limit the vehicle was traveling, with fines doubled when workers are present in the work zone. Those changes came out of the Maryland Road Worker Protection Act, signed in April 2024 following the work group convened after a fatal 2023 work zone incident on the Baltimore Beltway.
For a contractor this matters less as a compliance item — the citations go to drivers — than as context. High enforcement visibility tends to travel with high inspection visibility, and with agency attention to whether a setup matches its plan.
For the national picture behind those state numbers, FHWA reports 891 work zone fatalities in 2022 and 963 in 2021, and worker-side data drawn from the Census of Fatal Occupational Injuries published by BLS. Worker protection is enforced separately from any roadway agency's requirements, under 29 CFR Part 1926 Subpart G, and an agency inspector's sign-off is not a defense there.
Getting in the door: bidding, not prequalifying
One structural difference worth flagging for contractors used to other states.
MDOT SHA states on its bidding page that “MDOT SHA does not pre-qualify contractors, nor do we maintain a Bidder's List.” Bidding is electronic through Bid Express, and the page states that if you are bidding for $100,000 or more you must provide bid security of 5 percent of the total bid amount, in the form of a bid bond, certified check, cashier's check or cash. It also notes registration and licensing obligations for successful bidders, including registration with the Maryland State Department of Assessments and Taxation.
Do not read the absence of prequalification as an absence of entry requirements. Maryland's controls sit at the job and permit level instead — the certified Traffic Manager, the approved plan, the flagger cards, the district's approval of your closure windows. What to document on every Maryland job
Given the requirements above, the record that protects you is fairly specific:
- Setup and removal times, and who performed the work
- The devices placed, and their condition
- The designated Traffic Manager on that permit, and evidence of the day and night inspections
- Flagger names with current card status on the date worked
- Any deviation from the approved plan, who authorized it, and when it was submitted
- Dated photographs from the driver's approach, including at night on any job with overnight control
- The permitted window actually used, and the time work began after the lane closed
That list is not long, but it has to be produced consistently across every crew and every job, including the 10 p.m. ones.
