Sign Retroreflectivity and Device Condition: When a Device Stops Counting
A faded sign and a scuffed drum are not cosmetic problems — a device that no longer performs is functionally not there. How condition standards work, how to run an inspection that catches decline, and how to make retirement a budget line rather than a surprise.

Every traffic control company owns devices that should have been retired and are still going out on trucks. This is not negligence — it is the predictable result of a decision that nobody owns being made repeatedly under time pressure by whoever is loading.
The consequence is real and it is asymmetric. A sign that no longer retroreflects is not a slightly worse sign; at night it is functionally not a sign at all, while still occupying the position where a working sign should be. It creates the appearance of a compliant setup without the function.
What retroreflectivity actually is
Ordinary paint scatters light in all directions. Retroreflective sheeting returns it toward the source — which, on a road at night, means back toward the headlamps and therefore toward the driver's eyes. It is the entire reason a sign is legible at a distance in the dark.
Sheeting comes in different types with different performance characteristics and different service lives, and the performance degrades over time. The mechanisms are unglamorous: ultraviolet exposure, moisture ingress, abrasion from handling and cleaning, dirt, physical damage, and the cumulative effect of being thrown into and out of a truck several hundred times.
The important operational fact is that daylight appearance is a poor predictor of night performance. A sign can read as perfectly serviceable in the yard at ten in the morning and be badly degraded under headlights at eleven at night. Any inspection that happens only in daylight is measuring the wrong thing.
Where the requirements come from

Running an inspection that catches decline
Condition failures are gradual, which is what makes them hard — nothing is ever dramatically worse than it was last week. Three practices catch decline that daily handling does not.
A reference panel. Keep a new, unused sign of each sheeting type you use. Compare questionable panels against it side by side, at night, under headlights. This is cheap, requires no instrument, and is far more discriminating than memory. Anyone who has done it once is surprised by how much drift they had accepted.
A scheduled sweep, not just incidental checks. Inspecting devices only when someone happens to notice guarantees that the ones in constant rotation — which are also the most worn — get looked at least. A periodic pass through the yard by device class catches what circulation hides.
Age tracking by acquisition date. If devices carry an identifier and an acquisition date, you can find the oldest cohort without inspecting anything. That turns replacement from a reactive judgment into a planning exercise, and it feeds directly into the budget.

Writing the criteria down
The single highest-value change here is not an inspection method. It is a written condition standard so that "is this still good" stops being an individual judgment made under pressure.
It does not need to be elaborate. For each device class, define what is acceptable, what is marginal and should be pulled from night or high-speed work, and what is retired immediately. Cover the things that actually happen: faded or delaminating sheeting, cracks, permanent deformation, missing or damaged ballast, illegible or wrong legends, non-functioning lights, and structural damage to bases and frames.
Then the crucial part: make retirement easy. If pulling a device from service creates a shortage and an awkward conversation, it will not happen. A retirement bin, a replacement stock, and a standing instruction that nobody gets criticized for pulling a marginal device is the difference between a written standard and a real one.
The economics, stated plainly
The reason worn devices stay in service is that replacement looks like a cost with no visible return. It is worth putting the other side on the ledger.

The safety case. A driver who cannot see the sign is the person the sign was for.

Making it stick
Condition management is one of those disciplines that works entirely on whether the record exists. If devices are anonymous — four hundred cones, some old — nothing above is possible. If devices are tracked by class with acquisition dates, deployment history, and condition notes, all of it is routine.
