Traffic Management Software for Utility and Construction Contractors

Utility contractors who set up their own lane closures have a different software problem than dedicated traffic control companies. Here is what changes when traffic control is a supporting activity rather than the product.

Dedicated traffic control companies and utility contractors both set up lane closures, and they have almost nothing in common as software buyers.

For a traffic control company, the closure is the product. Devices are revenue-generating assets, the daily ticket is the invoice, and the entire operation is organized around deploying crews and equipment to sites. For a utility contractor — water, gas, electric, telecom, or the general contractors who serve them — the closure is overhead. It exists so that the actual work can happen, it is frequently absorbed into the job price, and nobody in the organization wakes up thinking about barricade utilization.

That difference changes which software problems are worth solving. This is a short guide to which ones actually matter when traffic control is a supporting activity.

What stays the same

The compliance obligations do not care whether traffic control is your product or your overhead. OSHA's construction standard applies identically: 29 CFR 1926.200(g)(2) states that "The design and use of all traffic control devices, including signs, signals, markings, barricades, and other devices, for protection of construction workers shall conform to Part 6 of the MUTCD (incorporated by reference, see § 1926.6)", and the MUTCD Part 6 provisions set the national floor for how a temporary traffic control zone must be built.

Nor does the hazard profile change. NHTSA's Fatality Analysis Reporting System recorded 850 work zone fatalities in 2024 across 763 fatal crashes, and a utility crew's short-duration closure on a 45 mph arterial is not a categorically safer place to stand than a highway project. What changes is the operational shape.

What actually changes

Many small sites, not few large ones. A utility contractor might touch fifteen locations in a week across four jurisdictions. A highway traffic control sub might have four active jobs all season. The first pattern makes logistics and permit tracking the dominant problem; the second makes phase management and equipment commitment the dominant problem.

Permits dominate. Working in a city right-of-way generally means a permit per location, each with its own conditions, hours, and expiration. Across several jurisdictions this becomes a tracking problem that email cannot carry. The failure mode is not a rejected application — it is an expired permit on an active site, or a condition nobody read. Devices ride with crews, not with jobs. In highway work, devices are deployed to a site and stay. In utility work they mostly live on the truck. The right tracking granularity is therefore the truck or the crew, not the individual device — knowing that Truck 4 carries a standard closure kit and got a resupply on Tuesday is more useful than knowing where barricade 1147 is.

Documentation exists for complaints, not invoices. A traffic control company documents to get paid. A utility contractor documents because a resident called the city about a closure that blocked a driveway, or because a claim arrives about a trip hazard. That means the valuable record is the photo set and the timestamp, not the signed ticket.

Emergency work is a large share. Main breaks and outages do not schedule. The job, the crew assignment, and the field record all have to be creatable from a phone at 2 a.m. by someone who is already on site. What to look for, in priority order

Permit records with dates and conditions. Not attachments — records, with an expiration date that can produce a warning and a conditions field someone actually reads at the tailgate. If you work more than two jurisdictions, this is the highest-value capability on the list.

Fast job creation from the field. Ninety seconds, on a phone, by a foreman. If creating a job requires the office, emergency work will never be captured accurately, and emergency work is where the documentation matters most.

Photo-first field records with GPS and timestamps. For complaint defence, the photo set from a driver's-eye and pedestrian-eye position is the entire case. It needs to attach to the job automatically, not live in someone's camera roll.

Kit-level equipment tracking. Standard closure kits assigned to trucks, with a resupply record. This catches the slow bleed of devices that every utility contractor experiences and few measure.

Traffic control as a billable line where applicable. Some utility contractors do bill traffic control separately, especially when serving a utility client under a unit-price agreement. If that is you, then the device rental rate and daily-ticket machinery matters after all, and you are closer to the traffic control company case than you might assume.

What you probably do not need. Multi-yard inventory optimization, phase-by-phase device demand modelling, and rental revenue recognition — the capabilities that dominate a dedicated traffic control company's requirements. Paying for them when traffic control is overhead is a real cost with no return.

The honest recommendation

If traffic control is genuinely absorbed overhead for you, start with permit tracking and field documentation. Those two solve the problems that actually bite: an expired permit on a live site, and an undefendable complaint. Do utility contractors need traffic control software, or just a field-service platform?+

It depends on whether traffic control is a cost you absorb or a service you bill. If your crews set up closures as part of doing utility work and nobody invoices for the cones, a general field-service platform plus a simple equipment list is usually adequate. If you bill traffic control as a line item, sublet it, or maintain a device fleet large enough to lose track of, the traffic-control-specific capabilities start to matter.

What is different about utility work compared with highway projects?+

Duration and predictability. Utility closures are often short, numerous, and dispersed across a service territory rather than concentrated on one long corridor. That shifts the hard problem from phase management toward permit tracking, daily device logistics across many small sites, and proving what was set up when a complaint arrives.

How should a utility contractor handle permits across many jurisdictions?+

Track permits as records with expiration dates, conditions, and the job they belong to, rather than as PDFs in an email folder. Multi-jurisdiction work fails on expiry and condition drift far more often than on application errors.

Is it worth tracking cones and barricades if we only own a few hundred?+

Usually yes, but by pool rather than by unit. Knowing which truck or yard holds what, and being able to see when a site has held devices for weeks, catches both the loss problem and the unbilled-time problem without device-level tagging.

What about emergency and after-hours utility work?+

That is the case that breaks most systems, because the job does not exist until the call comes in. The capability worth testing is whether a job, a crew assignment, and a field ticket can be created from a phone in the middle of the night without office involvement.
