Truck-Mounted Attenuators, Explained
What a TMA is, why a shadow vehicle without one is itself a hazard, how the MUTCD frames positive protection and shadow vehicle positioning, the inspection obligation after any hit, and how to think about owning versus subbing them.

A truck-mounted attenuator is one of the few pieces of work zone equipment whose entire job is to be destroyed on the worst day. That makes it easy to treat as an insurance item and hard to manage well.
What the MUTCD actually says
The manual treats TMAs as a category of crash cushion. Crash cushions are described as systems that mitigate the effects of errant vehicles striking obstacles, either by smoothly decelerating the vehicle to a stop when hit head-on or by redirecting it, and the two types used in work zones are stationary crash cushions and truck-mounted attenuators (Section 6M.05 of the 11th Edition Part 6).
The core requirement is short: TMAs "shall be energy-absorbing devices attached to the rear of shadow trailers or trucks and shall be used in accordance with the manufacturer's specifications." And where used, "the shadow vehicle with the attenuator shall be located in advance of the work area, workers, or equipment to reduce the severity of rear-end crashes from errant vehicles."
The reasoning behind the requirement is the part worth internalising, because it explains why a shadow vehicle without a TMA is not simply less protective — it is actively a hazard. The manual's own framing: trucks or trailers are often used as shadow vehicles to protect workers or equipment from errant vehicles, and are normally equipped with flashing arrows, changeable message signs, or high-intensity lights — the devices covered in arrow boards and message signs explained. "However, these shadow vehicles might themselves cause injuries to occupants of the errant vehicles if they are not equipped with truck-mounted attenuators."
You have placed a heavy immovable object in a live lane. The TMA is what stops that object from being the thing that kills someone.
Positioning: the balance the manual describes
The guidance on where to put the shadow vehicle is a genuine trade-off rather than a distance.
The shadow truck should be positioned a sufficient distance in advance of the workers or equipment being protected — but, the manual continues, "not so much so that errant vehicles will travel around the shadow truck and strike the protected workers and/or equipment."
Too close and the roll-ahead from an impact carries the truck into the crew. Too far and the gap becomes a path. The specific distance depends on the unit, the vehicle mass and the manufacturer's specifications, which is why "used in accordance with the manufacturer's specifications" is doing real work in the standard rather than being boilerplate.
Two practical consequences. The ballast requirement is not optional — TMA performance depends on the host vehicle's mass being within the specified range, and an under-weight or over-weight truck changes the roll-ahead behaviour. And the positioning is a per-setup decision, not a habit, because it depends on the speed environment and the geometry.
Where positive protection is expected
TMAs sit inside a broader category the manual calls positive protection, alongside temporary traffic barriers. The guidance is that longitudinal barriers and other positive protection devices should be considered in work zone situations that place workers at increased risk from motorized traffic, and where they offer the highest potential for improved safety (Section 6M.02).
The circumstances the manual lists as considerations are worth knowing because they map closely onto the jobs where a client or agency will expect protection:
- work zones providing workers no means of escape, such as tunnels or bridges
- long-term stationary work zones of two weeks or more with substantial worker exposure
- projects with anticipated operating speeds of 45 mph or greater, especially with high traffic volumes
- work placing workers, pedestrians or bicyclists close to open travel lanes
- roadside hazards such as drop-offs or unfinished bridge decks remaining overnight or longer
The manual also points to 23 CFR Part 630.1108(a) for additional requirements on certain projects. That federal rule is why positive protection appears as a contract requirement on many federal-aid projects rather than as a judgment call, and it is worth checking what your specific contract obligates before pricing the job.
Crashworthiness and documentation
TMAs are crashworthy hardware, and the paperwork matters.
The MUTCD requires crash cushions to be crashworthy and designed for each application to stop or redirect errant vehicles under prescribed conditions. Practically, this means three documents should exist for every TMA you own, from the day it arrives:
The eligibility and testing documentation for that model.
The manufacturer's specifications, including host vehicle weight range and positioning requirements — because "in accordance with the manufacturer's specifications" is a standard you can only meet if the specifications are accessible to the person setting up.
A service and impact history for the individual unit.
That third one is the one companies most often keep badly, and it is the one that matters most after an incident.
The inspection obligation, and why it is a dispatch problem
The manual's standard is direct: crash cushions "shall be periodically inspected to verify that they have not been hit or damaged," and "damaged crash cushions shall be promptly repaired or replaced to maintain their crashworthiness."
For a TMA, this creates an operational rule that is easy to state and easy to violate: a struck unit is out of service until it has been assessed.
The violation happens through ordinary organisational friction. A unit is hit on a Tuesday night. The crew reports it to a supervisor. The unit returns to the yard. On Thursday a different crew takes the truck out because it was parked and available. Nobody involved did anything unreasonable, and a compromised attenuator went back into a live lane.
Preventing that is not a training problem, it is a records problem. The impact needs to change the unit's status in whatever system dispatch actually assigns from — not in a maintenance log nobody consults at 5 a.m. If your serialised assets are tracked with a status and a service history, this is automatic. If they are tracked as trucks in a yard, it is a matter of who remembered. The asset-register argument generally is in tracking devices by job site.
Worth noting alongside: the same discipline applies to a lesser degree across all channelizing devices, where the manual calls for particular attention to keeping devices clean, visible and properly positioned, and for devices that are no longer serviceable to be dealt with.
Owning versus subcontracting
TMA trucks are expensive to buy, expensive to maintain, and idle a great deal at most companies. The question of whether to own is mostly a utilization question.
Arguments for owning: contracts that require positive protection regularly; work concentrated on higher-speed roads where the manual's considerations point toward it; enough volume that rental costs exceed ownership; and control over availability during peak season, when rental units are scarce precisely when everyone needs them.
Arguments against: low or unpredictable utilization; the capital tied up; the maintenance and documentation obligation; and the concentration risk that a single impact removes your only unit from service at a moment you cannot control.
The middle path most companies land on is renting until the pattern is clear, then buying against a demonstrated utilization figure rather than an intention. Costing that decision honestly means having a device-day cost for owned equipment, which is the exercise in job costing for traffic control companies and the rate side in traffic control device rental rates.
Why the category exists
The exposure a TMA addresses is the dominant one in work zone crash data. FHWA's statistics for 2022 record 821 fatal work zone crashes and 891 fatalities, with 246 of those crashes involving commercial motor vehicles and 174 being rear-end collisions. Ninety-four of the fatalities were highway workers. The National Work Zone Safety Information Clearinghouse puts comprehensive societal crash costs in work zones at roughly $41 billion for 2024.
Rear-end impacts into the back of a stationary work zone are precisely the event a shadow vehicle stands in the path of. The attenuator is what determines whether that event is a damaged truck or something worse — in both directions, for the crew ahead and the driver behind.
Requirements vary by state, county and city, and specific contract obligations govern your job. Ask the authority having jurisdiction and read the contract rather than assuming the general framework applies.
