GPS Time Clock for Traffic Control Crews: What to Know Before You Roll One Out

Why time tracking is unusually hard in traffic control, what geofencing does and does not prove, how clock data feeds job costing and payroll, and how to introduce it without losing your crews.

Traffic control has one of the harder time-tracking problems in field service, and most of it comes down to a simple fact: your people frequently never see your yard.

A flagging crew leaves home at 5:40, meets the prime at a staging area, works a corridor for nine hours, and goes home. A setup crew hits three jobs in a day for two different customers. A night crew starts at eight and the shift crosses midnight into a second workweek day. A crew sits standby for three hours because the paving contractor was not ready. None of that fits a punch clock bolted to a shop wall.

Why this trade is harder than most

Crews go straight to the job. Yard-based clocks are useless when nobody comes to the yard. Any accurate record has to be captured wherever the person actually starts.

Multiple jobs per day is normal. A single daily total is worthless for costing. You need hours attributed to each job as the day is worked, not split by memory afterward.

Night and split shifts. The MUTCD's work duration categories in Section 6N.01 make the point plainly: nighttime work over one hour falls in a different category than daytime short-term stationary work, and short duration work runs up to one hour (MUTCD 11th Edition Part 6). Your operation likely runs work in several of those categories in the same week, and your time records have to survive shifts that cross calendar days.

Standby is real work with a different cost story. Three hours of waiting is payroll you owe and, usually, billing you are entitled to — but only if it is captured as standby with a reason at the time.

Travel between sites. A crew driving from job A to job B is on the clock but not on either job. If that time silently lands on job B, job B's margin is wrong.

Night work is a large share of the exposure. FHWA reports 891 work zone fatalities in 2022 and 94 highway worker occupational deaths that year (FHWA work zone facts and statistics). A time record is not a safety control, but when something does happen, knowing precisely who was on the clock, on which job, at which minute is the first question anyone asks — and it is a question your incident file has to answer.

What a GPS time clock actually is

Strip out the marketing and it is three things: a punch, a timestamp, and a location fix recorded at the moment of the punch — attached to a job.

That last part is what matters. A time clock that records hours without a job attached solves a payroll problem and creates a costing problem. A time clock that records hours against a job and a cost code solves both at once, which is the whole reason to bother.

What geofencing proves and what it does not

A geofence is a radius drawn around a job. When someone clocks in, the app compares the location fix to the fence.

What it genuinely does: it catches the person who clocked in at home, in the truck on the way, or at the yard — usually honestly, out of habit. That is the majority of what geofencing catches, and correcting it materially improves your job cost accuracy.

What it does not do: it does not prove someone stayed. It does not prove the work was performed. It does not defeat a determined bad actor. And it is only as good as the location fix, which degrades under overpasses, in urban canyons, and on older devices.

Where it goes wrong in this trade specifically: traffic control work is often linear. A corridor closure can run two miles. A 200-foot geofence around a job address will reject a legitimate clock-in from a flagger stationed at the far taper every single time. Crews respond to constant false rejections the way anyone does — they stop trusting the tool and start working around it.

Practical settings: size the fence to the actual work limits rather than a point address, and allow out-of-fence punches that require a short reason. The exception with a reason is more useful than a hard block, because the reason field turns an anomaly into a record you can review.

Payroll accuracy and overtime exposure

The dollars here are not subtle. Federal law requires at least one and one-half times the regular rate for hours worked over 40 in a workweek (29 U.S.C. 207(a)(1)), and traffic control routinely runs long weeks on emergency and night work.

Two failure modes cost real money:

Rounded and estimated hours. When a foreman reconstructs the week on Friday, hours get rounded to the half hour in whichever direction feels fair. Over a crew of twenty across a year that is a large, invisible number, and it moves in whichever direction the reconstruction habit favors.

Workweek boundaries on night shifts. A shift that starts Sunday night and ends Monday morning has to land in the right workweek, consistently. Get that wrong and your overtime calculation is wrong in a way that is tedious to unwind later.

Neither of these is fixed by GPS. They are fixed by capturing the punch when it happens and by having a defined, documented workweek. GPS is what makes the captured punch credible.

Where the clock data has to go

The point of accurate hours is that they feed something.

Job costing. Labor is the largest line on most traffic control jobs. Hours attributed to the right job at the right classification are the input to real margin — and without them, job costing is an estimate dressed up as a report. Payroll and accounting. Hours have to reach payroll without being re-keyed. Certified payroll. On prevailing wage work you owe weekly reporting with classification, hours by day, and rates. Incident records. If someone is hurt, the clock record establishes who was working, where, and when. That is separate from your regulatory obligations — OSHA requires reporting a work-related fatality within 8 hours and an in-patient hospitalization, amputation, or loss of an eye within 24 hours (OSHA recordkeeping) — but the clock data is frequently what the internal investigation starts from.

Offline is not an edge case

Corridor work, rural highways, and overnight jobs put crews outside reliable coverage regularly.

The requirement is straightforward and non-negotiable: the app records the punch locally with its timestamp and its location fix, and syncs when signal returns. A clock that requires connectivity to register a punch will fail on the exact jobs where documentation matters most.

Introducing it without a mutiny

Crew resistance is real and it is usually reasonable. The objection is rarely "I don't want to clock in." It is "I don't want my employer watching me all day."

That objection has an honest answer if your system is built the right way: capture location at the punch only, not continuously. A point when someone clocks in, a point when they clock out, nothing in between. That gives you everything payroll and costing need and gives up the thing crews object to most.

What works on rollout:

  • Say exactly what is captured, in writing, before day one. Punch times, punch locations, job assignment. Not continuous location, not off-shift location, not anything else.
  • Lead with the pay accuracy argument, honestly. Accurate capture usually surfaces unpaid time crews were absorbing — early starts, standby, travel. If that is true in your shop, say so, because it will be visible in the first pay period anyway.
  • Do not run paper and app in parallel for more than two weeks. Dual entry guarantees the app loses.
  • Fix false geofence rejections in week one. Nothing kills adoption faster than a tool that tells an honest flagger they are not where they obviously are.

Does a GPS time clock prove where a crew member was?+

It proves where the phone reported being when the button was pressed. That is strong evidence and far better than a handwritten timesheet, but it is not proof of presence for a whole shift, and it is not proof of what work was performed. Treat it as a corroborating record that pairs with the signed daily ticket, not as surveillance-grade evidence on its own.

What is geofencing and do we need it?+
